For the 1990 carset with the flat rims where do i install the .3do & the .mip files?

This helps with de- and recompiling dat-files which are the main file-format in ICR2. Once installed you could use the tool via right-clicking on dat-files. It won't show up like a standalone program as it is working more like a plugin. Dat-files include various 3do and mip-files. Both track and carsets. Decompile a dat, overwrite any 3do or mip file you want and recompile all the files to a dat-file again. Done. Might sound complicated on the first time but it's actually selfexplaining once you've got the plugin.

I locate the ICR2 .exe file & it says "failed to set data for" & won't run. i'm not overly concerned it'd just be cool to have the flat rims as they looked awesome.

If you are intending on modifying the wheels, my guess would be that information is probably kept in the carset- not the games EXE.
