I only really run Indianapolis anymore, I have an AI that I am very happy with and is aggressive enough to provide an exciting race, but not aggressive to the point where it's running me over. The only issue with my AI is at the start of the race the cars will abruptly bunch up and it makes starting further back in the field a chore...hence why I have not released the AI.
I am running Windy on Vista without problems. But, same as previous windows versions you should avoid to run several races in the same windy session. Windy seems to have a problem with memory cleaning after each race. If you close the sim after each race and restarted it again it should be as stable as any previous Windows versions.

It might be a GFLAG issue in the track.txt.

If that doesn't work check the speeds in the pace.lp. I have discovered that this file can cause the AI bunch/slow on starts/restarts as well.
