I have quite a strange issue with some Pavel69's tracks.
Some things that should look black (including cars underbody, tracks objets and some paint schemes) look either bright pink or neon green depending on the track. See pictures... This occurs only while driving, not while watching replays.

(Note: the player's car is supposed to be black...)
Here are the tracks i got this issue with:
- Surfers Paradize (all versions)
- Elkhart Lake (all versions)
- Milwaukee (all versions)
- Vancouver 1999
Is this a known "Windy" issue?
I am using the "CART Racing" 1.0.1 version of IndyCar Racing II with "Second Wind".

This looks like a pallet problem, not all tracks were designed with Windy in mind.
In fact- I would not be surprised if you saw an issue with my tracks as well.

In the beginning I was using DOS version of ICR2 and didn't bother much about my tracks be Windy compatible. Because Windy didn't run on my PC and I couldn't check tracks there.
All those tracks are on forum ana icr2.net archive section.
But then I switched to Windy because it runs better here without any performance limitation with high detailed carsets and tracks. And so I started to revisited all my tracks, fixed and optimized them for Windy game. And also fixed carsets to remove some bugs and fix some Windy color errors. So to keep everything in one place and to not update all old forum threads I decided to start new topic where I keep log of everything I did and placed all me files on google drive.

All carsets and tracks from there works with Windy game. But still for some tracks there are special dos version because for them I couldn't transfer all palette colors to Windy version.

Yeah, I've just figured out the Vancouver 1999 track was yours, not Pavel's!

No - this is nooRok's. (boblogsan) I am no where near his level of brightness in this universe. That is like comparing a red dwarf star to a neutron star.
I however do not use windy either. Pavel and I have similar workflows and methods. Everything I've done was developed for dosbox with regular icr2.exe. I've never played rendition, or windy.
You (or anyone interested) are welcome to modify my work but I have no plans to go back and make it compatible with other versions of the game.
