In the Windows version the game menus are always in windowed mode but if you go to the actual track it's fullscreen.
Another advantage of the Windy version is the stable 60 fps compared to 30 fps of the DOSbox version. (At least on my system)

With Windy version, trying changing your screen resolution to 640*480 or 800*600. Like magic, it gets to full screen or nearly full screen (at least for me). You could also try changing "scale" in display settings to 125% or 150%

Adrian, perhaps I've not been clear enough, changing screen resolution is easy. Just put the request in google and it will come up. Or just type "display" into the search box in Windows and that should bring up Display options screen. Look for the part that says "display resolution". You'll see the options. Choose 640*480 or 800*600. You can go through same method in Display screen to change the Scale.

If you're running regular dosbox:
Press
[Windows] and type this %localappdata%\DOSBox\dosbox.conf
press
[ENTER]
If you get an error, just open file explorer and type into address bar
%localappdata%\dosbox and open the conf file by double clicking it in file explorer.
This should open a text file in notepad. Press
[CTRL+F] and type fullscreen and press
[ENTER].
It should highlight a line like this:
fullscreen = false
display = 0
fullresolution = desktop
Change fullscreen = false to full fullscreen= true like below:
fullscreen = true
display = 0
fullresolution = desktop
Click File->Save (from the menu in notepad) to save the file with your change.
Dosbox should now start up in fullscreen. Run icr2 by typing with
cart -H or
indycar -H (for high resolution 640x480 mode) from the appropriate folder.
If you're running dosbox-staging try:
Press
[Windows] and type this %localappdata%\DOSBox\dosbox-staging.conf

Can you stop crying and describe exactly what doesn't work? Game is not running full screen when you drive on track or only game menus?
If problem is with when driving on track then it's something with DirectDraw. You can try to check or uncheck option 'Use DirectDraw' in game graphic settings. Or you need to use DirectDraw wrapper like one from dgVoodoo.
If problem is with game menus then only way to make them full screen is to set desktop resolution to 640x480.
And don't say that noone wants to help you...
