As far as I can tell, it only relates to the player's car.
I have since realized that Sandro's first post includes other addresses that are directly alterable in the .exe file as well. I will be looking into how to make a nice launcher that could handle some of these settings, because I still think Cheat Engine is a bit too complicated to use. I also looked at whether there is correlation to the DOS version because that's the one I prefer playing, but so far finding the code to be somewhat different.
I noticed Sandro may have gotten hacked and banned but I hope our mods keep this thread going, because there is very important knowledge in here.

His account started posting spam links so I banned him for the time being. Are any of you in contact with him outside of this forum?
If his account here was compromised, then maybe it originated from his email address. So I'm not sure how reliable contacting him by email would be.
The IP address last used is one I have seen on another forum where I moderate. It has been used there to spam for all kind of niceties, from pills, to green cards, to stuff I can't mention.

i've got a cars95 39 car carset. windy maxes out at 31 cars and i'd like to change that.
Bumping this thread up because thanks to ChatGPT I was able to compare Windy with DOS, and identify the part in the DOS INDYCAR.EXE file with the bytes that affect car performance:
This block is found around offset F9BB4 of the DOS exe, which correlates to approximately DD1FC in Windy exe.
For example, the values around F9C94 to F9C9B appear to relate to boost and power: 09 00 00 00 FF FF FF FF. The 9 is the default boost knob position, and the FF FF have to do with the amount of boost (or power?) that impacts car performance. However the boost behavior may revert back to default when you turn the knob. I have not looked into anything else in that part of the code.
