I think 9th pit value has something to do with pit entering procedure. 10th and 11th value set start speed limit and end speed limit lines. 9th value usually little smaller than 10th - like 10-20 meters before pit-lane start speed limit line. Maybe when gap between 9th and 10th points is too big AI car that is 'in this gap' become lost when something happens and couldn't find its place in pack under yellow.
BTW What version of Indycar do you use? Dos version 1.00 had such problems with pits under yellow.
I'm using DOS version 1.0.2.
@samsepi0l, I would be interested in your take on this one, since you've done some work on the track.txt values.

I think I would be able to help more if I knew what was Mauricio's position on the track at the very moment when the yellow flag was thrown.
Personally, when I experience a problem I like to load up the replay and observe every car that misbehaves position at the split second when the yellow was thrown. The DLONG values of where the cars are at this moment of time will give you the clues you need to understand.
I feel like I have to check my notes every time I work on the track.txt's.
Here is the post from our work at Caesars that I reference the most:

Now- we finished Rio in Summer 2020 right? I made some AI newer than that last year, and I've since learned more but nothing earth shaking. I did Vancouver (boblogsan's newer version) and Road Atlanta and I continue to improve. I swear every time I do a new track I feel I get better and it makes me want to Re-do everything old I've ever done.
I can tell you that the LPs and the track.txt are very interlocked. Strange behavior can be attributed to both.
I feel the wiki is only partially correct in that one of the values (9, 10, 11) has to do with crossing (the PANIC LP) so that the car can drive off of the racing surface to enter the pits. An easy way to test this is to change the pit window line on the track.txt to something stupid low like a 5 lap pin window, so the cars have to pit really frequently.
I just started a season with my 1985 carset, and I plan on doing a race at Rio so I'm sure I will make a new version of the AI for myself and all of you to share.

Here is a longer version. It could be better, but showing the bug wasn't the reason I was recording. In fact the bug happens twice. Under the first yellow I should've had only Krosnoff behind me (28 opponents), but you can see there were at least three cars.
This phenomenon needs some more testing to be done, but the reason I think it may have something to do with the ninth value is that even Pavel doesn't really seem to know what it does. Testing isn't that hard. Just start from the back and drive as badly as I did causing yellows all the time. If you look at the original Papyrus tracks the ninth value is close to the tenth one (the beginning of the speed limit). In oval tracks it seems to be slightly lower but in non-ovals slightly higher, only exception to the rule being Vancouver.
Isn't this a huge mirror bug ? I think it's the leaders who are graphically behind your car in the incar view.

No, Mauricio wasn't leading the race.
Contrary to what I said earlier, there is a significant difference between the ninth and tenth pit value in Papy Cleveland track.
I did a little bit of experimentation and I don't think anymore that the problem is in the ninth value. The AI does all kinds of interesting things (drives through each other and passes under yellows) so it has to be something in the lp files which I know nothing about.
I am cleaning up some files on my harddisks. Since Rio Oval is now available and finished. Is there any objection to me deleting the files on my HD?

Personally I don't mind. Next time I drive this track I am going to try and re-create this problem that was recently posted. I don't see your files making it any different to diagnose/recreate/figure out.
